A think tank health policy analyst and the head of a group that represents young adults will be responsible for representing consumers in National Association of Insurance Commissioners (NAIC) proceedings in the coming year.

Sarah Lueck, the analyst, works at the Center on Budget and Policy Priorities, Washington.

Aaron Smith is co-founder and executive director of Young Invincibles, Washington. Smith recently testified at a Senate hearing on concerns about benefit levels and marketing practices at some limited-benefit “mini med” health insurance programs.

Lueck and Smith will succeed Kevin Lucia of Georgetown University and Wendell Potter, a former health insurance company public relations executive who has become skeptical of the motives of health insurance companies, as “funded representatives” at the NAIC, Kansas City, Mo.

The 18 funded representatives are supposed to try to give consumers a voice in NAIC efforts to guide the development of state insurance laws and regulations.

The NAIC also has 9 unfunded consumer representatives, who represent consumer interests without receiving support from the NAIC.

The new unfunded reps are Susan Connors, president of Brain Injury Association of America, Vienna, Va.; Stephanie Mohl of the American Heart Association, Dallas; and Stuart Spielman of Autism Speaks, New York.

The returning funded reps are Elizabeth Abbott, Amy Bach, Deeia Beck, Brendan Bridgeland, Bonnie Burns, Sabrina Corlette, Brenda Cude, Joseph Ditre, Timothy Stoltzfus Jost, Karrol Kitt, Peter Kochenburger, Sonja Larkin-Thorne, Georgia Maheras, Stacey Pogue, Daniel Schwarcz and Barbara Yondorf.

The returning unfunded reps are Stephen Alexander, Kimberly Calder, Stephen Finan, Howard Goldblatt, Lynn Quincy and Barbara Scott Rea.
