The withdrawal of significant underwriting capacity in a market usually marks an inflexion point for pricing — particularly if it is clear that the retreat has been prompted by volatile results. Yet the recent withdrawal of some long-established providers from the pollution legal liability market has seemingly encouraged more competition, and prices have continued to fall.

However, at the same time the reported hardening of prices in environmental casualty combined classes may yet prove optimistic.
