WASHINGTON-Following passage of the Junk Fax Prevention Act (S. 714) June 28 by the House, the bill was on its way to the president's desk. The new law prohibits anyone from faxing unsolicited advertisements to another person unless there is an established business relationship and the advertisements include free opt-out options on the first page. CUNA was highly interested in the outcome of this bill after the Federal Communications Commission eliminated the exemption but S. 714 exempts professional tax-exempt trade associations. The FCC has to report annually on enforcement and the Comptroller General is directed to study and report to appropriate congressional committees on complaints received by the FCC.
