ALEXANDRIA, Va.-The NCUA Board selected Office of Examination & Insurance Deputy Director and Central Liquidity Facility (CLF) President Herbert S. Yolles as the new inspector general (IG), and Office of Strategic Program Support and Planning Director Edward P. Dupcak as the new CLF president effective Monday, October 21, 2002. Former IG Frank Thomas retired a few months ago. Yolles now will be responsible for conducting internal audits and investigations to increase the economy and efficiency of NCUA programs and to detect fraud, waste, and abuse by contractors and agency staff. He has been with the agency since 1978 in various positions from CFO to director of Risk Management. Prior to serving at NCUA, Yolles was an auditor with the U.S. Army Audit Agency from 1974 to 1978. Yolles has an accounting degree from the University of Delaware, an MBA from George Mason University, and he is a CPA. Yolles' reassignment left the position of CLF president open, which Dupcak will fill in addition to his current job. Dupcak helped implement the CLF in 1979 serving as its first loan officer. As head of the CLF, Dupcak will manage the operation of the credit union community's back-up lender. Dupcak joined NCUA in 1974 serving as an examiner and has held several other positions. Dupcak holds a degree in economics from Syracuse University and an MBA in finance and accounting from Long Island University.
