NU Online News Service, July 1, 2003, 1:04 p.m. EDT – Fortis Health, Milwaukee, says it will be reentering the New Hampshire small-group health insurance market in 2004 with Medical Savings Accounts, Health Reimbursement Arrangements and other products.
Fortis Health left the New Hampshire small-group market in 1998 as a result of a community-rating law that forced it to offer the same rates to groups with good claims experience and groups with bad claims experience.
The company is returning to the market because New Hampshire Gov. Craig Benson has signed S.B. 110, a bill that replaces community-rating with a rate-band rating system. The new system lets insurers put poor risks in higher rate bands and good risks in lower rate bands.
