HARRIMAN, NY-An engineering firm that specializes in solid and hazardous waste management has relocated its headquarters and laboratory facilities to 25,000 sf of space at 4 Commerce Dr. South here. Emcon/Owt Inc. a division of the Shaw Group Inc., employs approximately 60 people including professional civil and environmental engineers and scientists specializing in solid and hazardous waste management. The company consolidated offices previously located in Mahwah, NJ and Sterling Forest, NY.

“The Harriman site was chosen because of its prime location” says Richard A. Peluso, PE, president of Shaw’s solid waste division, Emcon/Owt Inc. “Not only does it significantly reduce the commute for most of our employees, but it is conveniently located close to major highways, allowing us to effectively service our clients in New York, New Jersey, Connecticut and Pennsylvania.”

In fact, the move to Harriman is a return to Orange County for Emcon/Owt, which has 450 employees nationwide. The company, formerly known as Emcon, had an office in Middletown, NY until the company moved to Mahwah in 1996. Emcon was subsequently acquired by the IT Group Inc. in 1999 and later by the Shaw Group of Baton Rouge, LA in 2002.

The Orange County Partnership helped secure the firm’s commitment to Orange County, along with the Empire State Development Corp., which is providing some incentives in relation to the move. “These are good paying, professional positions,” says Maureen Halahan, president of the Orange County Partnership “This attraction speaks volumes to the business environment in Orange County.”

Frassetto Commercial Investments of Upper Saddle River, NJ recently completed construction on the 44,000-sf office building at 4 Commerce Dr. South. The $4-million project is a build-to-suit for the Shaw’s solid-waste engineering division. Since then, Frassetto also signed Lighting Management Inc. to a 19,000-sf lease deal at the building. That firm, which has operations in New City and Chester, is scheduled to move into the building by December.
