The city issued a permit 2 weeks ago to the contractor, RegionalScaffolding and Hoisting Co., to install a construction elevator at4 World Trade Center.

The principals of Regional Scaffolding played roles in thedevelopment of the John Galt Corp., which prosecutors say wascreated in 2007 to mask the involvement of another company in thedemolition of the Deutsche Bank building.

Bud Perrone, a spokesman for Silverstein Properties, said in astatement that Regional had been used as a hoist contractor onlarge jobs in New York City and was selected to perform a limitedamount of work "because it was judged to be the most qualifiedresponsible bidder."

But possible questions about the creation of Galt or the pendinginvestigation are not the only red flags associated with thescaffolding company.

The May's Office of Contract Services placed Regional on a listof companies that it cautions city agencies about doing businesswith. And the School Construction Authority inspector general hasput Regional on the list of contractors that are disqualified fromperforming school work.
