A lawyer for the city of Philadelphia told the state's high court Tuesday that the purpose of the city's domestic partnership ordinances was not to create the equivalence of marriage for same-sex couples but to protect against discrimination and give benefits to city employees' registered "life partners." The head of a conservative group led a taxpayers organization in suing over the ordinances, which exempt life partners from a real estate transfer tax.
