Delaware State University does not regularly conduct business in Philadelphia County, and thus the common pleas court does not have jurisdiction in a case where a university student allegedly assaulted a Delaware resident.

“DSU’s activities are deemed to be nominal and insufficient in Philadelphia and/or Pennsylvania, and thus, do not warrant the exercise of this court’s in personam jurisdiction,” Judge Nitza Quinones Alejandro wrote in Morgan v. Confidential Services Inc.
