The meter has expired on a lawsuit filed by a Philadelphia lawyer who claimed that the Philadelphia Parking Authority violated his constitutional rights by impounding his car over four unpaid parking tickets.

U.S. District Judge Mark Kearney of the Eastern District of Pennsylvania ruled that attorney Daniel Berger of Gordin & Berger failed to show how the PPA’s process allowing alleged violators to challenge tickets, and its enforcement mechanism, violated his constitutional guarantee of due process.
