<p>I have seen some pretty lame reasons why we needed CAP, but the National Federation of Community Development Credit Unions wins the prize. Think about it for a moment. Would your wife be more impressed if you took out the garbage of your own free will, or if you took out the garbage because she nagged you to do it. Dennis Dollar's point of view is that credit unions don't need a law to make them serve people. They need regulators to get out of the way. CAP was repealed because it was an unnecessary regulation. Period. CAP was proposed by a liberal Democrat. Democrats believe that only government can solve problems. I believe in the free market. Give credit unions an unfettered ability to serve and I know that they will serve. Even when confronted with the expansion numbers, NFCDCU Executive Director Cliff Rosenthal still wants to think the worst. Can you imagine if Mr. Rosenthal had written CAP?. Not only would we have to have an action plan, we would have to stop and collect piles of data about the members we were serving. I do wish to thank Mr. Rosenthal. I knew there was a reason that I wasn't a member of the National Federation of Community Development Credit Unions. He just reminded me of what it was. SCFCU is a community credit union serving four counties in southeastern South Dakota. There are over 2,000 square miles in our field of membership. We have one county where the average population is just four people per square mile. Our credit union doesn't need CAP or CRA to tell us what to do. David J.
