A federal judge has cleared the way for Tennessee navigators.
U.S. District Judge Todd Campbell, a judge in Nashville, Tenn., issued a temporary order that blocks state efforts to enforce emergency navigator certification rules.
Julie McPeak, the state's insurance commissioner, and Democratic Gov. Bill Haslam, have argued the state needs to be able to set standards for navigators and other exchange helpers to protect consumers from fraud and incompetence.
